The Joshua Tree National Park Superintendent's Compendium states that:
1. Vegetation is not allowed to be used as an anchor.
2. Only neutral or rock colored bolt hangers are allowed.

Description
You'll find this large flake of rock on the northwest side of Cap Rock, visible from the road. Named for the memorial at the base to Gram Parsons, a former musician in The Byrds and The Flying Burrito Brothers, as well as some solo work.
Traverse the slightly overhung, jagged flake for roughly 25' and then drop off - or do some laps. A good warm-up for the harder problems nearby or enjoyable on it's own.
