Best/Cheapest Places to Buy Climbing Gear (Shoes, Harness, Belay Devices, Rope, etc.)

Relatively new to climbing. I've been climbing on and off for the past couple of years, but now I'm thinking about doing it more consistently and want to buy my own set of gear. I'm mostly doing indoor climbing gym top rope climbing at the moment, and am in the process of learning lead climbing.

I'm wondering: where's the best or cheapest place to buy climbing gear, either online or in person? Also, when's the best time to buy gear—like when everything tends to go on sale?
