Can someone ID this tether device?

I've been looking all over the internet for this green tether ring, but no luck. It is not a belay ring. It has a hole through it to run a tether and seems to catch its own tension when pulled through. Any help is much appreciated.

I guess I could get one of those and modify it with a tether cord lol
