This is one of their better pieces of kit in the last few years. Truly for climbers in design and execution. 

What makes it specifically a belay parka instance of just a nice jacket?

Warm, covers the butt, good hood, two way zipper with a low button so you can belay while being covered, two large inner pockets for a bottle and gloves.

Is it better than a Dually?

Never owned a Dually but I don't hate anything about the Nuc SV.  Light, packable, very warm, great pocket location, durable zipper, ridiculous price for all that.

Anyone have experience with this and the alpha lightweight parka and have a preference? 

The Alpha light weight is down and the Nuclei is all synthetic. I tried it on at Feathered Friends. Pretty beefy definitely a parka and not like the atom heavy weight.
