Need a new harness! Sizing help/suggestion? (Arc'teryx AR 385a )

Hi, it's about time I get a new harness and I was looking into Arcteryx AR385a since I tend to travel a lot and was hoping to get something that packs down well. I recently ordered C-quence in women's Small and the leg loops were huge so I'll have to return it. That made me think I might have to buy XS even though I'm size small according to their size chart but I'm not too sure now. When I tried C-quence small, the adjust strap for the waist had to be tightened all the way and still had about 4 inches of tail (?) after the strap loop on the side. Is that normal? Or should the end of strap just get to that strap loop? 

The fact that you can't return harnesses on arcteryx website, it's making it very difficult for me to decide :'(  + very pricey.

My old harness BD in XS was a bad fit and it was never symmetrical (always shifted to one side; I'm assuming because the size was too small for me). Someone gave me Eldridge harness and it was a terrible fit as well due to leg loops. Thank you so much for your help! Other brand suggestions are all welcome as well!
