I cannot any specific recommendations for that area. However, I would advise against any target shooting on public lands right now. There have been multiple fires started on public lands this summer due to target shooters.

I avoid public ranges. Unsupervised ones are gun handling nightmares, and RSOs can be killjoys.
I now own 3 ranges with over a dozen steel targets as well as hole punching stands, and am my own RSO (happens to be my real initials too).
I have found numerous safe places to shoot near Moab on BLM land; good backstops, no flammable brush (even so I have shovels and an extinguisher). One of my favorites is up Mineral Canyon where the rolling echos are way cool. One time I shot a tannerite target there and the caretaker at Mineral Bottom came rushing miles up canyon because he thought the oil well blew up.;)
Make sure you clean up after. You are a second amendment ambassador.
