The 2 most popular places for ice climbing in China would be Beijing and Shuangqiao Valley in Sichuan (Chengdu is entry point).
Shuangqiao valley is at the base of the Siguniang Mountain and has many developed ice routes (see guidebook below) from WI2-5 and also an area for dry tooling. There are accommodation (US$15-20/night) and gear rental within the Valley. I will be there early and mid Feb. Happy to meet up with others
