I found this image on the Red Rock page and was wondering about the validity of it because if seems like someone added in the boundaries on Microsoft paint. I'm aware of the campground in the park but would rather just find some free BLM land, as our group is a bit larger and not all are wanting to climb. Also if there is any better free camping beta, I'd love to know. Thanks

As far as I know there is no legal dispersed camping on any BLM lands within the Las Vegas Valley. That's what I've always been told but you could give a call to the BLM in Vegas to confirm.
The nearest legal dispersed camping is in Lovell Canyon, about 45 minutes from the main Red Rock entrance. It's beautiful out there but a ways from the entrance.
If you have a large group, look into getting a group site at the campground. Splitting a campground with many people is cheaper than driving so much every day from the free camping.

That Image actually came from the BLM, and was posted by the Climber's Coalition. It's legit.

I have a question for RR locals or someone who knows: At these dispersed camping areas on BLM land - would you leave your camp set up - tent, sleeping bag, pad, camp kitchen - when you're not there?

No. Most are located off of SR-160 which goes to Pahrump - The Tweaker Turnpike, a well known meth-addled town. A sh!thole's sh!thole.
