Can the vehicle “Registration card” be enough for the permit, or do I need the “title”?? Please help?

This is what I found on Google, hope it helps. 

"The valid vehicle registration certificate, or a document, such as the original title that certifies the legal ownership of the vehicle. It must be in the driver's name"

Are you driving to Baja California or mainland Mexico? 

If driving to BC only, then you do not need a TIP for a normal (sedan,SUV, pickup) vehicle. You only need to have the registration (original document, not a photocopy). You are also required to have Mexican auto insurance, though I have never been asked for it at the border. 

You are legally required to have a Passport and get an FMM tourist visa (a few dollars for a short stay of a few days, or approx. $30 for a 6 month visa). The FMM will have to be stamped at the border by aduana (customs) in their office, so there is little advantage to doing the online application which never seems to work anyway. Many, many (perhaps most?) gringos visit the border towns (up to 60 miles south) in BC without getting an FMM and without a problem. It was an exclusion zone to promote commerce until a few years ago, and is rarely enforced.

Fabiola: For Baja California: Aduana (Mex Customs) wants your current State vehicle registration, not the title/Certificate of Ownership, with numbers matching the vehicle. They do not check most autos, but are certain to check trailers and dirtbikes/ATVs.  Important note: This applies to Baja California. I'm not 100% familiar with current mainland regulations. Your location shows "Los Angeles", so I'm guessing that you may be visiting BC.

Note, once you do this app they will snailmail you docs, so you can't do it last-minute before your trip. 

I just did it in-person in Nuevo Laredo. Took maybe an hour, not too bad. I printed the potreroChico.org directions, used Google maps to get to the bajercito building, all pretty straightforward.

Does anyone of you know how to get a person's permit as an American citizen to enter Mexico online, I have found many websites but I do not trust many of them.

At the top right corner is says ES.  EN so you have the option for Español or English after you click on the link. It’ll have it in English if you click EN
