Roped climbing illegal in the Angeles National Forest? I certainly don't believe it, but some guy was harrased for it and threatened to be ticketed. Check out the thread on SuperTopo:

Yea they shut the place down because of some endangered frog. At least that is why i think they closed it. If you go to the Williamson rock area on the site there is a link with more information. If you are willing to go through the trouble, you can have someone drop you off and pick you up. If you do that generally no one will come up to give you a hard time. You will also have the entire area to yourself.

That is Williamson specifically. The climbing at Horse Flats, Millard Canyon, etc... all should be unnaffected. This particular no climbing issue stems from a particular ranger(s) that is misinterpreting the law regarding a ban on bungee jumping to include roped climbing specifically in the area known as Millard Canyon.
If you read the supertopo thread, pretty much just read the Pistol Pete and Looking Sketchy There posts. Those two (guy harrassed and a lawyer) are interacting with the rangers to hopefully get this straightened out.
