Random bolt up Green canyon in Cache County

So I want to bolt a new route up Green canyon just north of Logan canyon. The route is just to the right Diablo and and Unknown .10c at campground 7. There's a random bolt about 20 feet up and so I was wondering if anyone had any information as to who had put it up or if I could put my route on it. let me know if anyone has any information about this. thanks!
