The Kegeti Valley is a beautiful place in Kyrgyzstan. Its only about 1.5 hours from Bishkek, which makes it really accessible. There are two good waterfalls in the valley that are good for climbing. The first one is only 6 kilometers from the beginning of the valley, the other is another 20 kilometers further up the valley.
Getting there is actually fairly challenging, because in winter a lot of the roads look the same. Use the GPS coordinates and map out your own directions.
