Yeah, if you only clip the ones by good footholds (large smears) at the bottom when you are fresh, then you are not pumped up top and don't need to clip all the bolts... skipping down low allows you to skip up high. If you clip them all down low, you'll fatigue more and need to clip more up high after getting tierd. The climbing is not technically difficult here. Probably 10b or so, despite the 11a rating, which I think relects a lot of pump factor owing to all those clips from the layback position.
