Haul Bag question

So after some practice, and a trip to Zion I am getting most of the wall stuff down. The one thing that nags me is what to do with the loop of webbing around the top of the bag? You know, the half inch blue webbing on top of the A4 bags or the new bd bags. wtf is this thing for? If you clip stuff to it at the bivy it'll cinch the top of the bag closed. So is it exactly for doing that except while hauling? Someone please relieve me of this stress.

Yup, cinches the top of the pig down to give it more of a conical shape at the top for when hauling past roofs or even just 2" overlaps/underclings.
