Guidebook description confusion

Why would a guidebook say:
"60m to lower, two ropes to rappel."

Why would you need two ropes to rappel but one 60m would be enough to lower?

It could mean 60m to lower from the top aka you're lowering your partner back down. Therefore you'd need 2 ropes to rap. Don't know why someone would use that description though...

A lower is basically a single rope rap, ie the full rope length, but a rappel can only be half the rope length.

In practice the author likely meant that you can lower a partner 60m to the ground if there is an alternative, if slightly unsafe downclimb, walkoff etc.

I often do this if I trust myself on a downclimb or anchor cleaning, but have an inexperienced partner that I wouldn't want to accompany me, so I just lower them, then walk off or downclimb myself.

Guideline #1: Don't be a jerk.
