I took mine (hero2) up Mt. Washington NH in the winter and didnt really have an issue. When not using it i just kept it in a chest pocket close to my body to maybe warm it up a touch.
I have the hero 4 and take it almost everywhere. I took it up to Tahoe in the winter and didn't have this problem.. Maybe consider an additional battery..
I was with Dionise at Mt Washington last winter and as long as you keep it in a pocket close to your body you'll be good. I did the same with my iPhone and had no issues
Li-Ion batteries do die quicker in cold weather but it shouldn't be to drastic if the battery is in good shape. Was the battery left dead or nearly dead for any period of time? Lithium Ion batteries need to be stored at least at half charge. If they're left dead for long they lose their total capacity and the ability to hold the charge.
