Drive west on US Highway 40 to 129 Elk River Road. Drive north 16.5 miles to Seedhouse Road (on the right). Drive 6.3 miles to a jeep trail on the left (Trail 1177 - the first left hand turn after the road turns to dirt). Park and walk the road for about a mile, staying right when it forks. Look for a faint trail on the right, usually marked by a cairn. Follow this trail to Cougar.
