I did search for an answer, but could not find.

Can the cellular phone application that enables storage of site data for offline route viewing be duplicated on a PC? Is there an emulator for PC that anybody would recommend?

Perhaps Android Emulator is something worth considering?

I think there might be an easier solution depending on what you are trying to get at.

For example, the coke bottle area at vedauwoo allows you to print a mini guide for listed routes.

If you want the actual web page, you can save it locally ( select file / save as ) to your hard drive and then reopen it in a browser later. You can also save the mini guide to your hard drive and reopen it in a browser.
