Lack of drug treatment and mental health facilities are the problem. The drug war is the problem. It all comes down to the government has dropped the ball on how to care for its people. The only thing government cares about is business as usual.

My father-in-law has a theory that everyone should be required to carry a gun. So when someone walks in to rob a bank, their gonna think twice when they realize every mofo in there is carrying.

However for your interest in the UK for example if caught carrying any knife ,hammer,baseball bat or any such weapon ( they do not if ever play baseball in the UK)it is an offense and you will be arrested.Guns are extremely difficult to obtain legally in the UK.I do agree about knives that is the murder weapon of choice in the UK ..but not quite as efficient or easy to use as an M13 or any type of firearm.
