Books and Hardware

I just noticed that there is a /books/ and /scripts/Hardware script for areas. I noticed this when I was looking at the page for Rumney ( mountainproject.com/v/rumne…). The right side of the area heading shows the following links:

Guidebooks (2)
Fixed Hardware Report (12)

Can normal users provide additional Guidebook information? I couldn't find where. The (2) listed for Rumney don't actually contain any crag/route information for Rumney.

How about hardware reports? Where can those be submitted / requested? For Rumney, we have a dedicated page to submit issues around the crag but I like the idea of seeing what protection was updated at the cliff.
