Hello, I was wondering if anyone knows the policy on biking on the Red Rocks loop road when it is closed for the night/early morning. Also, is there a place to park one's vehicle outside of the park when the road is closed? And one more...how about the total loop distance? Thanks for the assistance!

Yes, there is certainly a parking spot on the outside at least right at the exit of the scenic loop.
Seems you would enter before the entrance closes and need / want a late exit permit. Not sure how one registers for a late-exit permit without a vehicle license number, etc.. It is probably worth talking to an official person about late exit permits for bicycles if allowed ... or, at the other extreme, even if the closure applies to bicycles.
It's a dark road after sunset and late-exiting cars will likely be on the road. Good rear reflector/light important of course. Front light too for cars entering the road from side parking spots ... and for wild life.
It is a very popular road for bicyclists. Perhaps someone with first-hand after-dark experience will chime in. Or post up what you glean from an official.

You'll be fine, lots of us start before the gate gets opened in the morning. As far as night goes, they'll be cars exiting as late as 9-10 pm(gate closes at entrance but they're are still people already in the park that will still be exiting). There's also road const. on the loop right now and they start work at 9pm and finish around 4-5am. The loop is 15 miles car2car, there are several places to park outside the loop, inc. the entrance gate, the horse corral(great mtbing), the overlook, and the exit gate.
