Are present camping conditions in South Lake Tahoe the same as described in the Super Topo guide book? I.e. lots of free camping possibilities and showers at Strawberry Lodge?

Yep. I bivvy or sleep in the bed of my truck off the plentiful dirt roads. Showers are definitely available as well. If you want some local knowledge, go see Squirrel at the general store/gear shop across from the Straberry Lodge. He knows all the LL beta.
Yes the campground is open. $10 per night $5 if you have a national parks pass. No flushing toilets, shower or sinks onsite. There is a place to fill up water.
