Besides posting on climbing.co.za, which is a great resource, I suggest visiting City Rock climbing gym in Obz and socializing with people for partners. Futhermore, go to some MCSA (Mountain Club of South Africa) events if you can, which is also a good place to meet partners. Sometimes they have free beer! Finally, if you stay at a campground such as De Bos in Montagu (great sport climbing within a few hrs of Cape Town) on a weekend, you can almost for sure find a group of climbers that wouldn't mind your company!
