Is this Fixe bolt made of 316- or 304-steel? Placed in 2004.

I do not know what type of steel it is made of, but it is a steel glue-in. I notice that you are from Taipei, so a marine environment. Your photo clearly shows stress corrosion, which is the result of this type of environment. Steel of any sorts should not be used in these situations, and should be replaced with titanium.

Looks like a typical weld-sensitised corrosion problem, it happens with all grades of stainless (and titanium to a lesser extent) depending on the skill of the welder and the post-treatment.
There´s a reason I recommend NOT using welded bolts near the sea:-)
