Not new. The line you are referring to is Clairvoyance. It had bolts on it that were chopped. Since the bolts were placed before the bolting ban, the Preserve allows old bolts and pins to be replaced. Someone replaced those chopped bolts sometime last year, so they've now been there for a bit. They are likely less noticeable and easier to miss with no gear on them
