I want to put a two bolt anchor on a wall in a basement, so that I can better teach beginners how to clean anchors, rappel safely, etc...
I have no experience bolting anything. Obviously I want this to look like the real thing, but probably don't need full 22kN bolts as it will at most holding body weight.
What equipment do I need in order to install this? If it matters, I'm looking to drill into some cinder blocks.
Seems like all you are really interested in is having a couple hangers.
Have you considered using t-nuts and bolts for climbing walls? You could just use a board if you have a way to mount it.
I'll even mail you a few t-nuts and bolts to attach a few hangers if you want to go this route.

Concrete blocks and cinder blocks have hollow spaces in the middle if you put an expansion bolt into a hollow space it will not work (no expansion). Why don't you just put a couple of lag bolts and hangers into something wood?

Go to Home Depot and ask for a cinder block fastener. There are 4-5 different types. I would use one that accepts a machine screw which should make it easier to place the bolt hanger. Hard part will be drilling the hole with a regular drill motor. With the proper bit and constantly blowing the dust out you should be able to do it but an easier method is renting a hammer drill for 30 bucks. They usually have bits with the rental so just make sure the right size is with the drill motor you rent if you go that route.
