I've been reading for the ARC phase two twenty minute ARC sessions is ideal. I'm currently spending 20 minutes up and down climbing around the 5.10 level to improve my endurance. My question is how long should the rest be between sets? Do I want a full recovery and therefore rest a while, likely 20 minutes or more, or should I begin the second set with minimal rest?

i would rest approx 20 minutes. maybe get a quick, light core/cardio/shoulder maintenance route in, instead of twiddling your thumbs looking at the clock :)
I warm up for 7min. rest and stretch for 3min., ARC for 20min. rest for 10min. ARC for 20min. and am done. It's a perfect lunch break workout, but I'm a little OCD.
