Some areas have the options to allow sub-areas and then routes to those sub-areas. Some areas only allow routes. How can an area that currently only allows routes be changed to allow sub areas?

Hey, this is a result of how the website it structured. You basically can't have routes and subareas at the same level of hierarchy. So, once someone adds a route to an area or subarea, the user can't add a subarea.
Still, this is fixable and we do it all the time with reorganizations. It takes an admin. In brief, one can add the subareas to the level of hierarchy where you can still add areas. Then, contact the admin for the area to move the routes to the appropriate subareas. Then, once the area is cleared of routes, the admin can move the subarea back to the area desired. Note, in general, it really makes it go smoother if you can indicate which subareas all the routes belong. We've done this on areas different than this one above where it takes a bunch of emails going back and forth to get the routes moved before we can move the subareas.
