Any guide worth their salt can teach belaying.

Guides don't have to solo.

I just want to note that the guide in this case is exceptional.

I agree that a guide can teach belaying. No question there. But for a guide to consider that belay so be as solid as a veteran climber would not be wise. You can teach skills, judgement and experience come with a lot of practice.
