Can you scramble to the top of that or do you actually have to do a route?

You can scramble up Tourist Gully then a couple boulder problems to the different summits of N Gateway. You do need to bring a rope and harness though because the rangers are interpreting the rule "no scrambling above 10 feet without climbing equipment" as meaning exactly that. So avoid confrontation and bring gear....
